With the development of optical network and the service, optical network must be optimized in extendibility, flexibility, QoS, energy consumption etc to meet various business needs. Web service and virtualization technology are emerging technology, and the combination of them may well meet the business needs of network transformation.Based on the theory of Infrastructure As A Service, the virtual optical network(VON) service is defined as the inquiry service about VON resource and the provision of such resource, which in fact is to provide users with VON resource, and users select necessary VON resource to construct optical network virtualized layer according to the VON service provision strategy of “inquiry first and call next, call resource on demand, release resource when finish using it”.The web service(WS) technology is studied to provide VON service. According to the process of service provision, modular analysis and design are used to implement the VON service provision web service, which mainly implement the OXC-WS and link-WS. Then the access of the operation of the VON resource is distinguished due to different users. Common users have access to call and release VON resource, while administrator has access to add, update and delete VON resource as well. The designed web service based on Java EE platform is developed by using JSP technology. The web service implements the management, calling and releasing service about VON resource by providing users with web service API. Besides, it also provides users with the service of updating information of VON resource at any time, and all the verifications of service provision are finished successfully, which shows the feasibility of using web service technology to provide VON service.
