With the increasingly maturity of 4G technology and the massive popularity of WIFI, people’s demand for mobile communication is growing, which enable the IP network communication technology rapidly development in recent years. The SIP protocol(Session Initiation Protocol) as the core protocol of Vo IP、IMS and IPTV, is defined as an important protocol of 3G multimedia subsystem and NGN(Next Generation Network).The SIP protocol is proposed by the Internet Engineering Task Force IETF in 1999, which is a signaling protocol for real-time communication through IP network. Nowadays, the research and application of trunking communication based on SIP have been concerned, so design and implementation of the trunking communication system based on SIP will be meaningful in practice value.Firstly, this paper summarizes the research background and the state of the art of Vo IP and server operating system. Then the Linux operating system、SIP protocol and intrusion detection are introduced in detail. On this basis, the network topology and the function design of server-side and client-side in trunking communication system based on SIP are proposed. In this paper, the server-side in trunking communication system mainly includes three function modules: Snort server module、Web server module and SIP proxy server module. In order to improve the security of the communication system, Snort server module is used for intrusion detection, such as DOS、DDOS;Web server module implements the related function for user requests, such as user registration、login and create group; The inter-user voice communication is realized by SIP proxy server module.After the completion of the trunking communication system server, the paper conducts a series of tests by using Http_load、SIPp and Android client. The results show that the server is stable and extensive, the basic function meets the requirement of this paper, more function could be implemented further based on current version.
