Traditionally, monitoring system uses PC as a monitoring terminal, which greatly limits its flexibility and application range. It is urgent to innovate a new one which much easier to be implemented, maintained and expanded. Thanks to the popularity of smart phones and Android operating system along with the increasing transferring speed of mobile network data, remote environmental monitors based on Android platform become possible.A mobile video monitoring system which is based on Android’s monitoring system structure is proposed in this paper. For some specific occasion which need to monitor, because of the monitoring area widely, monitor object clutter and the probability of crisis events or without constantly monitored, Whether to arrange onsite supervision personnel or monitored wiring is not economic reality, So this paper puts forward that the mobile monitoring system has a strong application meaning for this kind of situation.Mobile monitoring system adopts the server and mobile client form, and the system is divided into three parts of the service terminal system, data transmission subsystem and mobile client subsystem functions; the server program using the Direct X tool to realize the camera data acquisition function, using Socket programming, create a web service based on the Windows operating system in order to achieve, and mobile client data interaction; using Microsoft MFC provides the tools for programming, creating a visual Windows system user interface, providing selection function and network service monitoring information preview function,monitoring equipment and other related operations to the server user interface;realize the encapsulation and transmission of audio and video data using RTP/RTCP in data transmission subsystem; client adopts Android mobile devices, the use of Android platform API and server for connection operation, realized with the connections from the server and data interaction process; using H.264 decoding of the compressed data; server and mobile client subsystem integration, to achieve the operation of the whole mobile video monitoring system. Finally, the entire running state of the system program enumeration test, to ensure that the design of the system program is in line with expectations.
