As one of the most important public infrastructures, remarkable developments of roads and bridges in China have been being witnessed since reform and opening-up, the scale and the speed of bridge construction in China are just unfolding today. During the serving time, bridges injury and partial damage would be caused by some negative factors, such as harsh environment, aging facilities and equipment, etc. However in recent years, due to the rapid growth in traffic volume, many roads and bridges aging have accumulated a lot of diseases. At the same time, because of the lack of professionals and outdated ways of work, the working efficiency of maintenance management departments cannot meet the needs of road and bridge maintenance, which is a serious threat to the country’s economic construction and people’s safety.The Second and third Ring Road in Kunming, which bear the roundabout transportation and outside traffic, are important city traffic trunk line. With the increasing volume of traffic, the shortcomings of road and bridge maintenance management are also increasingly apparent. Currently, owing to the traditional manual way, the working efficiency of maintenance management department in Kunming is low, which severely restricted management level of the department.According to the informationalized needs of Kumming road and bridge maintenance management department, we research the design and development of urban road and bridge maintenance management system, which combines webgis technology, spatial database technology and web development technology. The system consists of five subsystems, such as roads and bridges visual management subsystem, daily inspection maintenance management subsystem. Special inspection management subsystem,mobile terminal data collection and transmission management subsystem、 bridge safety assessment and fore-warning management subsystem. For now, we have completed the initial development of roads and bridges visual management subsystem and daily inspection maintenance management subsystem. In practice, it proves helpful. This paper in detail elaborated the process of requirement analysis, design and part of realization of roads and bridges visual management subsystem and daily inspection maintenance management subsystem. Chapter two focuses on the webgis technology route based on ArcGIS which including ArcGIS Desktop, ArcGIS Server, Web Service, ArcSDE, Geodatabase, ASP.NET technologies, etc. The third chapter describes the business requirements of Kunming Road and Bridge Management Co. Ltd. After that, we finished the system design and database design of roads and bridges visual management subsystem and daily inspection maintenance management subsystem. Then this thesis presents system realization of some function in the fifth chapter, and summarizes the results as well as looks forward to some expectation in the final chapter.
