Until the end of 2015 Jiangsu Province highway traffic mileage has reached 43.42 kilometers, mileage and density ranks first in the country, toll collection provides great convenience for the majority of the Highway Division and passengers, in order to realize the added value of etc card, we combine in Jiangsu Province Highway etc card multi application business needs, the design and implementation of the multi application system based on B / S mode of highway etc card. This system uses J2 EE and standard three layer architecture, it adopts MVC design pattern and some advanced technologies, such as Struts 2, Spring, Hibernate, DWR etc.This paper first makes a comprehensive analysis of the expressway in Jiangsu Province ETC card service system present situation, and analyzed the system requirements from the functionality, performance, An Quansan aspects, making the project of hardware and software solution and safety programs and the data integrity, security and timely transmission of take effective safeguard measures. And introduces in detail the business process of the system, and the system function design and database design, finally, a method to implement the project core business modules(consumption audit module, module of consumer settlement and controversial data module) is proposed., and submit the test report.Based on ETC card in highway system in multi application processing as the main line, through the "handheld terminal- front system platform system" the ETC card online consumption, real-time data transmission, settlement, ETC card customers in expressway network by holding ETC card to complete the food, gas and so on a series of services, maximize the use resources of the highway network, the realization of ETC card more added value.
