The emergence of network technology has changed pepole’s mind that the information belong to themselves, now the transmission and sharing of information become to the users of the Internet attitude. But due to the social new new media involvement, accelerate the speed of information dissemination, increased the difficulty of the regulation, cause the alienation of network information, cause network public opinion question. As part of the network public opinion, university network public opinion is good at development of the orderly conduct of teaching work in colleges and universities. Therefore, how to utilize the social new new media to promote the development of the university network public opinion has become research focus, and studies the technical evolution of the social new new media’s influence on the university network public opinion has become very important thing.This article from the social development of new media, according to the social new new media users tightness divided the social new new media into the open and half open new new media new media. Then,this papers take the questionnaire on college students’ social usage of new media and network information reliability were investigated and the social negative effects of new media to the university network public opinion.Finally, this paper explores the guiding strategy of social media on the new university network public opinion. In this paper, from the perspective of technology, from a new angle of view to discuss social new new media to the university network public opinion positive and negative influence, and that the negative impact is the construction of network public opinion management system of colleges and university network public opinion management system for construction to provide theoretical supported.
