Highway information is an important task of the provincial highway system, particularly in the increasing amount of highway data. Under the new situation, financial system continues to move forward, having more stringent requirements to the finance work, such as meticulous finance work, and financial fund management. Currently, the integrated financial management software of provincial highway developed and constructed at an earlier era, of which some features is not enough to automation, needing for manual intervention and assistance. This is not only to the provincial highway system financial management inconvenience, but also not adapt to the new environment of the accounting system reform. Therefore, to develop and construct a new financial management software is imperative.The financial information of provincial highway system has the following problems. Financial system lacks some functions, and some business processes need to be adjusted. Real-time management is not strong with weak capacity and summary statistics. Running separately, financial systems have poor communication with other information systems, so "information island" phenomenon is evident. And generating data summary section of the report also need to be done manually, lacking the ability to customize reports. In short, the current financial management software can not adapt to the requirements of the new fiscal reform.Based on the practical application of the financial system of highway bureau, this dissertation analyzes the actual needs of the financial and business processes of highway system in accordance with the requirements of software engineering ideas. After full discussion, the system uses B/S structure, J2EE framework and Oracle databases and other programs and tools to develop and construct the highway system and improve the use of more advanced financial management system, based on the spiral model.In the system requirements analysis section, functional requirements and non-functional requirements are elaborated. The core functionality of the system are described with UML use-case diagram, where non-functional requirements describes the focus of availability, serviceability, and other commonly used system stability requirements of the system. In the system architecture design and detailed design, the overall architecture of the system, J2EE technology architecture and network deployment architecture are firstly described, and then the system is reasonably divided into multiple sub-modules. In detailed design, the core module of the class diagram and a sequencing diagram are described, as well as E-R diagram and part of the data table structural design of database design. In the part of system implementation, human-computer interfaces are designed according to the specific business processes. As both the old and new user habits, interface styles as consistent as possible with the former system. Finally, the system carried out a detailed system testing. In addition to the conventional case testing mainly manual testing, concurrency, a professional performance testing tool LoadRunner are carried out a detailed stress tests.The system has been running one year in 16 cities (except Qingdao for CSDP) of our province. Under the unified arrangement and deployment, the system achieves the province highway system of centralized data and indicators to monitor the integration of the financial statements and budget management and financial integration software and financial software integration. Admittedly, there are still some improvement of the system, but the system modules, such as certificate management, accounting management and book reports currently run well to achieve the stated objectives.
