During "Twelfth five-year" period, the process construction of the smart grid construction has entered the fast lane. The construction of the new transformer substation asks for smart substation technology standard. Because of lack of the supervisory control tool with standard, effective, functional specification for the substation configuration file(SCD) for the smart substation, the second circuit in SCD file and the status of soft strap in protection test process which closely relates to the smart grid safety, as well as Maintenance Safety Measurement which can’t be observed visually and intuitively by the maintenance personnel, these have led to maintenance work is hard to be controlled effectively. So the management and control of the smart substation SCD file for smart substation is very important.According to the current development dissemination situation of smart substation, this paper discusses the management and control of the smart substation SCD file. Firstly, the paper focuses on the SCL file, the smart substation configuration process and Rapidxml which is used to be analyze SCL files, the knowledge lays the foundation for design and implement the system. According to the current standard files, analyze the system scenarios, hardware environment, software environment and finally introduces the system functional and non-functional requirements.Secondly, this paper focus on the overall design for the SCD file management and control system in the smart substation. In this chapter, this paper designs the architecture of the system, then according to the standard customers, defines the roles and the rights management for users, then describes the parsing, visual and controlling management for the SCD file. In the final chapter, the paper designs the system database, defines the user table, soft strap database, SCD analysis information database. Meanwhile this paper designs the visualization of SCD file with being focus on the main transformer association graph, detailedly describes the overall substation upgrades and equipment upgrades report, this work lays a solid foundation for the realization of the system.Finally, in order to give the user a better experience, this paper uses QSS to design the user interface, then realizes the SCD file analyzing、 visualization、comparison、the overall station upgrade and device upgrades. In the end, this paper uses three operating platform: Windows7, Unix, Linux to test system function, system security. The test results shows that the system is stable and with safety performance, meets the requirement of the SCD Management and Control for the smart substation.
