On the whole, the municipal government information publicity system of Ya’an City was designed basing on the “Guidelines for the implementation of the government information publicity catalog system” issued by the General Office of China’s State Council. In detail, the design was in accordance with citizens’ demand for government information and the practical condition of government work. The design mainly included the following aspects: constructing the catalogue system of the municipal government information publicity system and corresponding database structure; building the foreground display interface according to the needs of the public and a detailed classified navigation system to facilitate citizens’ review and application for releasing the government information they required; establishing the catalogue information management background to realize functions of audit, release, and statistics of information; developing mobile terminal APP(query function), by which, citizens have access to the information initiatively released by government.The background and foreground of the website were constructed using ASP. Net MVC application framework and mainly purposed to satisfy the acquisition demand of PC users for government information. The mobile App was developed on APICloud platform to meet the query demand of mobile internet users for government information. Basing on SQL Server 2008, the government information publicity database was created using Microsoft. Net 4.0 development platform and Visual Studio 2012 and shared the user database with the web portal system. The source program was compiled using asp.net C# and VB. The system adopted an overall logic framework of three layers, including data layer, application support layer, and function and presentation layer. Meanwhile, it met the needs of system administrators, department managers, information releasers, and the public on maintaining, managing, and using government information. Functions of search and query, time sorting, key catalogue, catalogue navigation, and humanized classification etc. were designed and realized on the foreground, while functions of login, authority distribution, information review, and information release were designed and achieved on the background. Mobile app mainly realized the query function on government information. Finally, the user experience and robustness of the system were tested through the third-party website rating tools. By designs of model, view, and controller, the background and foreground of the web application program of the municipal government information publicity system of Ya’an City were set up in visual development state. Moreover, by accessing data resources through AOD.net, a four-level catalogue system was built for the municipal government information publicity system of Ya’an City and the management on this system was realized. This system could serve as a practice template for the design and implementation of other government information publicity systems.
