A Study Of TV Legal Programs By Information Disclosure's Context

Information disclosure is an important national symbol of democracy and rule of law. Government press releases and the news media reported are the main ways of information disclosure. The TV legal programs are the professional channels of nomocracy information disseminate, It is not only the important way of nomocracy popularize and Propaganda, and but also important channel of making the public achieve an unprecedented satisfaction for the legal information. In the situation of legislation and further promotion of information disclosure, That Information disclosure system will make a significant impact and social transformation on TV legal programs'operation concept, program environment, program resources and production form, etc. TV legal program's public reports on national policy, law, legislation process, judicial proceedings, government administrative information, especially the live reports on legal events, are not only an important channel to satisfy the civil right to know, but also a direct contributing function for the information disclosure and public supervision. It is not only an important channel satisfy the public's right to know and participate in an important channel, and can contribute directly to the function of legal education and public opinion.This paper studies the TV legal programs which based on the context of information discourse and mainly shows ideas from the following aspects:First, TV legal programs provide guarantees for the information discourse's response system, for information discourse's new communication context of media, for transparent reports, promoting public credibility and public supervision, and also provide new opportunities for the innovation of TV legal programs. Second, TV legal programs are the main driving force for the information discourse progress. Tracing back to the development of our country's TV legal programs, it can be seen that TV legal programs'development closely linked with information discourse, the innovation of TV legal programs is also expanding the new field of legal information discourse. Third, compared with the information disclosure requirements, there are still misunderstandings and deficiency existed in the TV legal programs, which are mainly manifested as over pursuit for dramatization, narrow information capacity and news infringement. At the same time, there are also negative effects of information transmission existing in the collecting and reporting progress of TV legal programs. The paper analyzes negative effects existing in the four types' legal programs and gives the corresponding strategy such as information discourse positioning, insisting legal guidance, satisfying audiences' demands, strengthening self-discipline and heteronomy. On this basis, this paper gives some prospective ideas. Under the new environment characterized as information discourse, TV legal programs' reform and development need wide expansion and deep excavation. In width, we should adhere to legal contents' diversification transmission, law spirit throughout, boosting the visualized package of blending method of law and entertainment in the form, and strengthening marketing activities. In depth, we should strengthen components of program segmentation, differentiation and deep reports. In this way, we can build brands and expand their social connotation, and make TV legal programs be popular platform of information discourse and law popularization.
