Along with the rapid social and economic development in China, the construction of Internet 4.0 times has been launched. In the field of e-government applications, as represented by Guizhou on the cloud, a series of e-Government platform and open information platform construction has been established. Many provinces and cities also are speeding up the construction of the information system, as a solid basis for the construction of information resource share platform. Therefore, the importance of the research on information disclosure system in engineering construction field began to reveal. Sichuan provincial Department plans to build an information-sharing platform which relies on the rapid development of Internet technology and powerful file management function. However, due to the regional cultural difference and unbalanced economic development in Sichuan, general system can't meet specific needs which require software developers to design and implementation the appropriate system for the specific management needs of engineering construction.This article, with the background of designing and developmenting the information disclosure system in engineering construction field, based on friendly interface, system stability and data security, outlines the system requirements analysis and overall planning. And this paper also analyses the technical and economic feasibility for system stability and data security. In the design of the overall architecture of the system, the system uses a B/S three-layer physical structure, and in structure it divided into display layer, business layer, application service layer, data layer and infrastructure layer. According to the user's requirement, function module is divided into eight categories. In practical application, function module setting retains the change permissions for system administrator so as to facilitate the user's actual operation. For the most important data security issues, the system uses server side and database side to validate, and important information transmission uses MD5 to encrypt. The system interface has extremely strict restrictions on parameter. If a parameter is out of range, it will return an error message and interrupt system so as to guarantee the security of the back-end data.Finally, a number of practical tests are carried out after the system is put into use, and the test results show that the system works well in high concurrency and big data transmission. And the system implements the disclosure and sharing of network information, improves regulatory standards and quality in the industry, and provides comprehensive protection for efficient and reliable systems.
