As China’s construction industry continues to grow, the traditional way of the artificial supervision cannot satisfy the development of the construction market, new challenges have been put forward in the industry of the standardized management.The monitoring platform of the construction information has began to be developed on a national scale since 2013,and the establishment of the online supervision system of the construction quality started to be carried out in full swing In all provinces of China at the end of 2014.The main goal of this subject is to realize the electronic information of the construction market supervision, and a complete business flow system consist of the project construction、the project bidding、review of construction drawings and the record.etc.In order to optimize and integrate the above actual modules, we should be familiar with the working process of the construction industry in real work firstly, have a knowledge of the business needs of the actual operation, obtain the actual regulatory information which needs to be collected at the same time. After understanding the business flows of the whole construction market, we should combine with business needs, integrate the construction market business efficiently, so it can be formed a complete workflow.Then, based on the modeling techniques of Petri net, a Petri net model which was applied to the workflow of supervising the construction market was established in this paper. First, every business link in the process of the construction market was modeled by Petri net. Then, all the separate Petri net models were integrated to constitute a whole Petri net model of the workflow of supervising the building market.Thus the complete worflow starting from the construction permit to the acceptance of completed projects checking was integrated effectively, and to verify if the model is right by using the properties of Petri net and incidence matrix. This model can express the regulatory business processes clearly, so it is suitable for construction market supervision business workflow.Finally, Based on the model and database technology of SQL2008, a informationsystem for supervising construction market was developed by using C #. It provides regulatory authorities with great help to grasp the dynamic information of the construction market, and it can help regulatory authorities to Supervision and management the enterprises and employees. The system is successfully applied in supervising construction market of Henan province.
