Design And Implementation Of A Land Requisition Andresettlement Information Management System

The resettlement work, whichinvolving a wide range of district and difficult to implement, is complex work for Hydraulic and Hydro-Power project. Traditional migrants survey still use paper forms which filled out by hand, combined with Excel data management. As result, the traditional migrants survey is time-consuming, error-prone, and inefficiency, which limited the progress of the investigation and the accuracy of immigrants. With the increase of Hydraulic and Hydro-Power project, the traditionalmigrants surveywhich adopt manual combined with paper-based text mode has been unable to satisfy the needs of migration management agencies.For the current problem of the inefficient of traditional practices, and obvious deficiencies in system updating and data sharing of C/S structure MS of land expropriation immigration of hydropower engineering, we involved in the research of design and implementation of the MS of land expropriation immigration based on Browser-Server framework. The content of my research are as follow:(1) Function analysis and overall design of the MS of land expropriation immigration. We analyzed the requirement of function, data and performance of MS of land expropriation immigration of hydropower engineeringaccording to the work flow of survey. We finally design a four-tier structure system, which including the user interface layer, business process layer, data services and database layer.(2)The database design and implementation of the MS of land expropriation immigration. Depend on the system requirement, we decided to store five type of data, which are basic project data, basic geographic data, family data, property data and system user data. Then we implement the conceptual design and logical structure design of system database, and established the entity database based on the MySql.(3) The development of the MS of land expropriation immigration Based on J2 EE and MySQL. We integrate Struts2, Spring and Mybatis to develop our system, and we adopt generic DAO pattern in data persistence process to ensure the security of the data type convert and the accuracy of data retrivel.We apply the system describe above in Linyoupu Reservoir immigration propertysurvey work.Through field investigation and test of our system, we get the conclusion that our system can get rid of the traditional mode of physical investigations, and achieved the purpose of digital management and assisted resettlement plan; also show superiority in system maintenance and data sharing compared to Client-Server framework. This study improved the digital management of land acquisition and resettlement project of water conservancy and hydropower, and proposed a new way of thinking and new model. It has important application value and practical significance for scientific and digital managing immigration, and improvement of working efficiency and management level.
