To accelerate the development of modern vocational education. It is the Party Central Committee and the State Council made a major strategic plan, the further implementation of innovation driven development strategy, creating greater talent bonuses, accelerate the transfer mode, adjust the structure, promote industrial upgrading has very important significance. On June 6, 2014, the State Council promulgated an important policy for the development of modern vocational education in China. Jiangyang vocational school positively responses the national policy, vigorously develops vocational school education, With the strong supporting of government at all levels, Jiangyang vocational school relocated and used of new campus smoothly, but it is facing unprecedented challenges. The number of students increased dramatically, the enterprises have higher and higher requirements to the secondary vocational school students. Professional skills and business butt, professional courses and professional standards butt, teaching process and production process of docking, how to solve the three docking is the imperative of Jiangyang vocational school imperative.Therefore, Jiangyang vocational school reforms talents cultivation pattern, and makes efforts to promote reform of teaching mode and informatization construction, from traditional infusion teaching mode to rely on the modern information technology, enriching the digital teaching resources.To spread out the advanced mode to the secondary vocational school and effectively enhance the quality of teaching. It needs advanced management software system, they almost did not have these systems especially consistent with the actual situation of their own school system, so a set with Jiangyang vocational, library management system surfaced.Book information is bigger and bigger, and how to provide better service for the readers becomes the demand of the information age, so the information processing is becoming more and more important. Most of the currently library management information systems used in Jiangyang vocational have the function of borrowing books management, reader information inquiry and so on, but with increasing of users of information service timeliness, automation and personalized requirements, the existing information management system has been difficult to meet the needs of library management. The according to the actual needs of the University Library proposed development of library management information system based on Struts2 framework, systems are referenced in radio frequency identification technology on the books of automatic scanning identification using J2 EE technology to design and develop the system function modules.This paper first introduces the management information system of University Library’s research background, significance and trends; and then comparing the two main architecture of current information system(C/S and B/S), analyzing the reason of using B/S model; Then it introduces the related technology development needs and tools system: J2 EE technology, database connection pool technology, RFID card technology, SQLServer2000 database and development platform; Then based on the analysis of functional requirements and feasibility of the library management system, the system is divided into several modules; and then analyzing the main function in the process of system development and Realization of database connection pool technology, radio frequency identification technology; Finally, summarizing the full text, and describing the prospects for future work.
