Shaoxing College is located in the first national historical and cultural city of Shaoxing, with headquarters(east, west, Nanshan), Lanting, Shangyu, Jinghu four campuses, the campus covers an area of 1980 mu, building area of 756,000 square meters with a total construction. Campus area, the site spread, a large number of people, the surrounding environment is complex, which are on campus safety management put forward higher requirements. Especially in recent years, school violence and sudden accidents, the traditional human inspection method has been unable to meet the actual demand. Therefore, this thesis combined with the actual needs of Shaoxing University, presented research and development of mobile Internet-based video surveillance system.The system is based on C/S model development, client for mobile imaging device, server control center PC. The client is responsible for all video encoding information collection, extraction parameters set, RTP packet transfer and other functions, the server is responsible for receiving video decoding, video rendering playback. Construction of Shaoxing University system to video surveillance actual business application needs based on the different positions of mobile imaging devices connect to the network, unified scheduling and management application services through schools control center. This thesis analyzes start from demand in the analysis of the actual business is proposed based on the functional requirements of the system; according to functional requirements to complete the system architecture design, module design and database design; and finally were based on Android development platform complete client functionality implementation based on the Java platform and the completion of the server-side functionality, which implemented the core functionality including video capture and encoding module, set parameter extraction module, video pre-processing module, network transmission module, DirectShow video processing module, DXVA accelerated decoding module. Prior to delivery of the system to conduct a comprehensive test work, on the one hand to test the business logic system functional rationality, on the other hand to test the stability of the system under full load performance indicators.The research of video surveillance systems, the use of mobile monitoring device as a video image capture terminal, and then the collected video information transmitted over the network to the monitoring center school. Mobile monitoring equipment not only cover a wide range and high flexibility, the cost is relatively low. Currently the system has entered the stage of trial operation in Shaoxing University departments, the system uses the H.264 video codec technology, RTP network transmission technology, DXVA hardware acceleration technology and other advanced technologies and methods, greatly enhancing the overall performance of the video surveillance system.
