Recently, cloud computing and big data in the information industry have launched climaxes wave after wave. The cloud computing technology is a technology utilizing a large number of centralized computing resources to solve a lot of computing problems so as to maximize the utilization of IT resources. And big data technology enables extracting useful knowledge from an increasing number of massive data. Weather forecast is made from massive observational data and the data from parallel computing. Since meteorological information capabilities determine whether the weather forecast can be done automatically, rapidly and accurately, the meteorological informatization is thus promoted in recent years. At the same time of meteorological informatization capabilities, the operation and maintenance management is ignored. The thesis is put forward on the background, and the operation and maintenance platform is designed on the basis of studying service management of information technology in recent years, comprehensively referring to core IT management standards and service pattern and in combination of the practice of Yunnan meteorological information management.The work of the thesis is mainly shown as follows: first, the meteorological operation and maintenance management platform is made requirement analysis with the UML use-case analysis method and work breakdown structure; secondly, the architecture design of meteorological operation and maintenance management platform is made from five different angles with five-view method of architecture design. Then the thesis demonstrates the realization of some urgent and key modules in the system. Finally, the thesis presents the test design of the system and performance tuning. The operation and maintenance process in the thesis is implemented in light of ITIL specification. According to the actual situation that software architectures are mastered by the team members, the mix software architectures are deployed during the development process. The background processes and service components etc. are implemented with python because python language are relatively simple and easy to master, and suitable for writing background processes running in long term, and it is crossing platform. The Java EE light-weight solution is used to develop service configuration management and web demonstration modules etc. The method increases the maintenance troubles later, but in order to complete the project within the stipulated time, this is the best solution. In view of the study field and specialty, the author has participate in the coding process of background service programs except for the presiding the requirement analysis and architecture design. With the data processing and analysis advantages of python development language, the author participates in the development of the modules, including network monitoring, format check and analysis of meteorological reports, event management.The system is composed of operation and maintenance management portal, support services platform, running state monitoring and controlling management platform, unified event management platform, IT infrastructure monitoring & controlling platform from top to bottom. The system meets the requirements of operation and maintenance monitoring and management of the meteorological information center. It enables the operation and maintenance personnel to intuitively understand the operation of the current situation and development trend of meteorological information system and to greatly reduce the workload of operation and maintenance and to improve the management level and efficiency of the operation and maintenance.
