Research On The Construction Of Corporate Governance Structure Of Public Welfare Cultural Institutions

Based on modern public administration theory and the governance theory for public-welfare institutions as well as experience gained from practices of the council system in public welfare institutions such as public museums,libraries and public schools both in China and abroad,summing up the status quo and theoretical research results of the reform and development in public institutions in China,thorough comparison,analysis and investigations were carried out in this study on the experimental reform case of Yunnan Provincial Museum,which was designated as a national-level pilot unit for the establishment of corporate governance structures in public institutions.Meanwhile,deeply explored in this article was how to complement the corporate governance structure as well as the council system agreeable to the development level of our economic society and conformable to the needs for the development of public institutions.By sorting out and summarizing relative practices as well as theories for the establishment of corporate governance structures both in China and abroad,this article introduced the progress of establishment of corporate governance structures in public institutions in this country,presenting expressly the details of the pilot reform in Yunnan Provincial Museum,which was a typical case for the establishment of corporate governance structures in public institutions.Both the experience and difficulties were summarized for this pilot unit.By employing relative theories such as modern governance theory,the administration of NPO and performance management theory for the public sector,the article further analyzed and explored particularly how to locate systematic conjunctions,breakthroughs for mechanism innovation as well as feasible paths for reformation under current administrative system and policy environment in China.As a result,two different paths of reformation were put forward:the path of refinement and the path of multimode.The former suggested that the government should deepen and consummate the reformation by devolution of powers and enactment of sustaining regulations,while the latter brought forward the path of multiple patterns for corporate governance structures and different types of decision mechanism.In the meantime,other rational advises were also put forward for pushing forward the reform of establishment of corporate governance structures in public institutions.By analyzing and investigating theories and practices relative to the corporate governance structure and by proposing feasible resolutions and suggestions for smooth and deep evolution of establishment of corporate governance structures in public institutions in this country,this study intends to play its due role in consultation as well as in guidance for achieving the reformation goal of "promotion of establishment of councils in public libraries,museums,cultural centers and science museums" and for further upgrading the public-service performance level of public cultural institutions in China.
