An efficient monitoring technology of vessel not only effectively supervises the transportation of the maritime, but also makes important significance of safeguarding to national interests in territorial waters and international cooperation expansion. Common means of detection include Automatic Identification System (AIS), High Frequency Surface Wave Radar (HFSWR), Synthetic Aperture Radar (SAR) and so on.In the actual application, the single monitor has its own characteristics and limitations on the detection of ways. The date fusion by different means is a good way to conducting accurate detection vessels sailing in waters. Based on the above condition, this paper researches the vessels monitoring by multi-sensor information fusion in waters and design a vessel monitoring system platform which can effectively and intuitively display the position and information of the vessels and invoke different association algorithms to be convenient for users. This thesis’ research works and results are as follows:Firstly, analyzing the differences among AIS, HFSWR and SAR on the detection of ways. The initial data of AIS and HFSWR are converted to text format and the essential parameters information is extracted. At the same time, the data information processed is introduced and analyzed. These provides a data foundation to the follow-up study.Next, the map display、information display and menu operation are designed by analyzing requirements of the system platform and each function module. Then the interface of the vessel monitoring system and main interface are designed and implemented by C# language in WinForm.Finally, the vessel monitoring system platform can achieve the two-dimensional electronic map’s display by using Baidu Map JavaScript API. Through using the C# language and JavaScript language program together, the area of map display can achieve the location and information display of the vessel point tracks and tracking intuitively. Besides, achieving the vessel plots association and tracks association respectively by AIS and HFSWR means. We can visually see the point tracks association and tracking association results by using different association algorithms. Achieving the system platform to invoke the procedure written by MATLAB, and the system provides a foundation platform for the future study.
