Data processing system is an important part of radar system, its performance directly affects the quality of the output of the radar system. Sky-wave over-the-horizon radar(OTHR) has unique technical superiority in the field of long-range detection, anti-stealth and early warning, which has a high value of national defense. But, it also faced with the problems such as low data rate, low detection rate, low measurement accuracy and high false alarm rate. In order to solve the several main problems, this paper puts forward a new technical method and implements the algorithm of the other models from the view of engineering application, and builds a complete OTHR target tracking system. In the end, this paper presents the detailed analysis of the performance.Firstly, this paper studied the target motion model and the system measurement model in the OTHR condition. Based on the movement characteristics of typical target under the OTHR observation, this paper presents the target motion equation of constant velocity target. Also, it gives the OTHR plane measurement model under the Radar coordinate system, and briefly introduces the similarities and differences with the Geographic coordinate system. Finally it presents the Kalman filter equation and the initialization formula which applies to the OTHR.Secondly, in view of the OTHR with the question of clutter point mark up a large percentage, easily lead to a high false track initiation rate and the target initiation with wrong points, caused by low detection rate and high false alarm rate, this article proposes a point filtering technique based on movement information of multiple frames of the points. This technology can make a quality classification of the input point and filters the clutter points, which can improve the quality of the input points greatly. Also this paper compared the two algorithms of track initiation, modified logic method and the modified Hough transform method, gives the conclusion of the starting performance under the environment of OTHR.Then, this paper gives the theory analysis and the simulation verification of two algorithm, Joint Probability Data Association(JPDA) and Probabilistic Multiple Hypothesis Tracking(PMHT), especially studies the applicability in the OTHR. Through the comprehensive comparison and analysis, this paper argues that JPDA algorithm with a strong applicability in OTHR target tracking system.Finally, this article integrated the point filtering, track initiation and data association algorithm into an OTHR target tracking system which has a complete function. And then analyze the system with the simulation data, the result indicate that the system has better tracking performance of the OTHR typical targets.
