As the increasing demand for mobile services, the major target for telecom operators is to provide faster mobile communication speed, but 3G mobile communication cannot satisfy the rising requirements. To deal with this situation, the LTE has become the first choice for telecom operators, for giving the direction of future 4G communication.In order to control the intra-cell interference, which means solving the interface problems in cells efficiently, OFDM technology has been applied in LTE systems, which makes the downlink data transform in many carriers at the same time. But the key to improve spectrum effectiveness in LTE systems is same frequency network, which results in more serious problems of inter-cell interference. Based on that, the main purpose of this paper is to analysis ICIC in LTE systems, a ICIC method is proposed with analysis of many scenarios in downlink interference, and simulations are given to testify the feasibility of this method.In this paper, the necessity of ICIC in LTE systems is decided, and based on that, the key problem of which are given, including analysis for scenarios in downlink interference; also with specificity of models in ICIC、neighbor-cell lists and information exchange pattern, a coordination method are given by comparing those data and analysis; the function designs for different layers in LTE are introduced in the following. Simulation are given to testify the feasibility of this method, and the performance of the method is confirmed; by the following tests, it can be obtained that LTE systems with ICIC can provide stable mobile communication services for CEU and efficiently control inter-cell interference.
