As 3GPP (3rd Generation Partnership Project) LTE (Long term evolution) release 8 has frozen, the wordwide commercial use of LTE will be presently coming. In contrast to UMTS, the multiple access technology of LTE is not CDMA but OFDMA/SC-FDMA. Resources can be allocated in time domain, frequency domain and code domain in the OFDMA/SC-FDMA system which is not applied in CDMA system. The flexibility and efficiency of frequency allocation and interference coordination in LTE system should be considered which is of importance for LTE system performance. Therefore, to ensure the LTE system performance, we must effectively solve low bit rate problem at the cell edge caused by ICI (inter-cell interference). ICIC (Inter-Cell Interference Coordination) will be treated as a key technology in LTE system to solve this problem, which is still a hot topic within the industry.In chapter two we will give a brief introduction of LTE system, and then show the frame structure of LTE system and the key technologies used in LTE systems. In chapter three, we focuses on the construction of TD-LTE system level simulator, including the workflow of the simulator, the divisions and function introductions of subsystems.Secondly,Finally, in chapter four, inter-cell interference coordination technologies are introduced. Also, we give out two basic inter-cell interference coordination algorithms, fractional frequency reuse and soft frequency reuse.They are the theoretical basis of ICIC algorithm.Subsequently the design and implementation of uplink semi-static ICIC algorithm in LTE system are discussed in chapter four. In details, we show the design of the five modules and the workflow of the algorithm. Subsequently, we use computer to simulate the performace of ICIC algorithm with PF (Proportional Fair), RR (Round Robin) algorithms. The performance analysis will provide benefit for the coming construction of domestic TD-LTE trial system.
