As we all know, LTE (Long Term Evolution) system becomes commercial in foreign countries and demestic TD-LTE (Time Division Long Term Evolution) trial networks will be constructed in this year. Now, LTE technology has become another catalyst for the development of communication industry. Growing tension in the spectrum today, according to the LTE requirements given by 3GPP (the 3rd Generation Partnership Project), LTE system must make full use of spectrum resources and improve the efficiency of spectrum utilization. Therefore, to ensure the LTE system performance, we must effectively solve ICI (inter-cell interference) problem. ICIC (Inter-Cell Interference Coordination) will be treated as a key technology in LTE system to solve this problem, which is still a hot topic within the industry.In chapter two we will give a brief introduction of LTE system, and then show the frame structure of LTE system and the key technologies used in LTE systems. In chapter three, inter-cell interference suppression technologies are introduced. Also, we give out the system model of inter-cell interference, several proposals of inter-cell interference suppression and the theoretical basis of ICIC algorithm.In chapter four we focuses on the construction of TD-LTE system level simulator, including the workflow of the simulator, the divisions and function introductions of subsystems. Besides, we calibrate the simulator according to relative 3GPP data to make that the simulator has a certain confidence level.Finally, the design and implementation of downlink ICIC algorithm in LTE system are discussed in chapter five. In details, we research the workflow of the algorithm and interface with other modules. Subsequently, we use computer to simulate the performace of ICIC algorithm with PF (Proportional Fair), RR (Round Robin), Max C/I algorithms. The performance analysis will provide benefit for the coming construction of domestic TD-LTE trial system.
