The management of venture capital enterprises’ record and periodical reports mainly adopts handmade and artificial way, which seriously affects the work efficiency of government workers, and government personnel is very difficult to achieve the query and statistics of all enterprises’ records, the situation of lacking corporate supervision is becoming more and more serious business supervision. In recent years, with the introduction of the government’s guidance policies, the problem of information supervision to venture capital companies continues to be valued, so the Chongqing municipal government decided to develop a supervision system for venture capital enterprises in Chongqing city.According to the specific supervision situation of Chongqing venture capital enterprises, combined with the technology mainly using in the similar system, the system’s technical architecture is determined. System is the information monitoring system based on the JAVA language with B/S structure, using MVC design model, and the database that system uses is SERVER SQL 2012.The user role of startup investment enterprise supervision system of Chongqing city is divided into venture capital enterprise users, venture capital management enterprise users, management organization users and system administrators, and the system designs and implements six modules:enterprise record and change management module, enterprise periodical report management module, enterprise annual inspection management module, special application management module, statistical analysis module and system management module. The enterprise record and change management achieves the application for the record and enterprise change for venture capital enterprise users and venture capital management enterprise users, and achieves record audit functions for management organization users. The enterprise periodical report management module achieves application function for quarterly reports and annual reports of venture capital enterprise and venture capital management enterprise users, and achieves regular report audit function of management organization users. The enterprise annual inspection management function realizes enterprise annual inspection applications of venture capital enterprise and venture capital management enterprise users, and achieves enterprise annual inspection audit function of management organization users. Special application function achieves cancel the application for the record and cancel the annual inspection application of enterprise users.At present, the system has been successfully operated in Chongqing city. After the operation of the system, it can be convenient for standardize management to venture capital enterprises, and improve the efficiency of enterprise users and government agencies.
