The Design And Implementation Of Enterprise Investment Project Management System For Tai’an City

SSH can be divided into four layers on duty, presentation layer, business logic layer, data persistence layer and domain module layer, to help developers build Web application program in the short term, which has clear structure, good reusability and easy maintainability. Wherein Struts, as the overall infrastructure of the system, is responsible for the separation of MVC, and control business jump in the model part of Struts framework, use Hibernate framework support persistence layer and Spring manage struts and hibernate. The system uses Oracle 11g as the database.User roles of the enterprise investment project filling management system include project units, administrations, and relevant functional departments. Project units user is the application units of project registering in the system, and has permission to enter the project, that can declare recording project within the system, and have the right to change, repeal, and delay and manage projects. Administrations operator refers to the administrations staff that use this system. Administrations operator has two main rights in the project filing process:pretrial and audit. The operator who has the pretrial right can preliminary review materials being submitted in the system by the project units to determine whether the project meets the conditions for recording to be submitted for review. The operator who has the audit right can audit the project which having passed preliminary review to determine whether the project can be permitted to record.After running the system on-line, the efficiency of government departments is gradually improved, especially in the pretrial phase and the audit phase, which the time was shorten in half compared to traditional audit, improved the government’s credibility, and greatly increased the confidence of business investment.
