Real-time Video Monitoring System is applied more and more in military along with the army transforming to informationization forces. But in actual application, most built-up systems can not attain to the expectant performance. Some of them become something useless but can not be abandoned. By analyzing why Monitoring System can not exhibit the action, and can not release manpower from the repeating and simple labors, it have been proved that the intelligence degree of the systems is very low, they are only used to transmit and record the monitoring pictures and videos from the front-equipments, and not able to detect the moving objects from the recorded pictures and videos. Because the systems are not able to estimate the threatening degree of the moving objects, they do not give quick responses to all the threat. The design defects of the existing monitoring systems induced lots of mistake-alarms, and wasted too much manpower, so many of them cost lots but hardly used.Video monitoring module is the core of Real-time Video Monitoring System, this paper was based on Direct3D techniques, focused on the bottle-neck of video monitoring, expatiated moving object detection method on stationary background and wavelet transform-based data compression method, so as to search a valid solution.For DirectSD, this paper mainly introduced the Direct3D's structure and object, the foundation and development of filter component and Direct3D APIs, and summarized the reason and advantage of Direct3D in Real-time Video Monitoring System. For the moving object detection, this paper discussed the detection method of moving object, analyzed the superiority and inferiority of different methods. This paper deeply analyzed the theory and implementation of the different background methods for the static-camera case. This paper also discussed the impactive factors of the moving object detection, and put forward some improved algorithms, put forward a synthesis method base on image sequence difference and background subtraction, and compared the methods performance by experience. Data compression is one of the necessary techniques of Real-time Video Monitoring System, This paper started from the development of data compression technology, paid attention to the quality criteria of picture rebuilding, and brought out a wavelet transform-based data compression method. This paper also analyzed several wavelet transform algorithms, and wavelet radix selection and improvement. The embedded zero-tree wavelet code method was specially studied, compared the performance of different data-compress method, introduce the method based on 3D-wavelet analyze redeeming movement.This paper focused on rear integration arsenal storehouse, built a main frame of Real-time Video Monitoring System, deeply analyzed the implementation of video monitoring module, developed a Real-time Video Monitoring prototype with Microsoft developing environment.
