With the advent of the Internet + era, the global information has become the goal of human beings, colleges and universities across the country also set off a boom in the construction of the wisdom of the campus. Our school also speeds up the pace of information on the campus, a variety of systems continue to be introduced or developed.In this paper, we design and develop a comprehensive evaluation system of Mongolian and Chinese bilingual teachers. The development of this system is of great significance. It is the embodiment of the level and strength of the University in Mongolia. It is an important link to improve the quality of education in our school.In this paper, a comprehensive evaluation system of Mongolian and Chinese bilingual teaching is carried out. The structure and database of the system are designed. The system mainly solves the problems such as the contents of the teacher’s teaching evaluation, the standard of the teacher’s teaching evaluation, the main body of the evaluation, the processing of the evaluation information, the analysis of the results of the evaluation. The development of the system is based on fair and justice, through the teacher, students, leaders of the main evaluation, fully reflect the teacher’s teaching quality, and to improve the teaching work, to promote the development of teachers and promote the scientific basis of teaching management, and the system should have the development of low cost, easy to implement, easy to expand, easy to maintain, easy to maintain, interface friendly, open system, strong, and so on.Based on the model, the three layer structure of the teaching process is analyzed, which is based on the B/S model, the client, the middle layer and the data layer. According to the system’s goal and requirement, the user management, evaluation, evaluation, evaluation results are divided into four main functional modules.The system can diagnose the teaching problems, and the effect of the acceptance teaching and the quality of the teaching quality.
