The quantity of special equipment, including elevators, boilers, amusement equipment, ropeways, and so on, is increasing rapidly nationwide with the sharp development of economy and further improvements in infrastructure. The demand for special equipment operating personnel is also increasing every year. At the same time,the practitioners have to take and pass the exam that conducted by the supervision and administration department of special equipment for qualification related. Nowadays,the examination method for qualification for special equipment operators is composed of manual paper-making, paper-checking and off-line examination. The cycle of the examination is long, but the efficient of the examination is low. In the meanwhile,examination as one of the most important means of selecting talented person has been highly concerned. In the internet era, the modes of examination have been gradually turning from offline modes into online modes. In short, compared with the ordinary test method, the online-test method is competitive and it increases the work efficiency.Taken together, it’s feasible and necessary to design an on-line examination system for special equipment operators.The aim of this paper is to provide practitioner of special equipment with an online test system. The system running on the Tomcat server is based on B/S mode and it can supply the best exam service for examinee. The examinee can use the system to take exams and inquiry results. At the same time, the administrator can use the system to generate test paper, conduct an online test and to analyze the scores of examinee. The system is robust and permits multiple users to take the examination at the same time.This paper includes six parts. In the first part, the paper introduces the background and development of online tests. The paper gives a brief introduction to present situation of examination system for special equipment operators and discusses the basis and means of the topic. The second part introduces some techniques,software and application, which could be used in the system design. In the third part,the paper carries on the technical feasibility analysis and the economic feasibility analysis of the system and details the system functions which will be designed. In thefourth part, the paper discusses the merits and limits of different design patterns. It also makes the system architecture design and database design in this part. The fifth part divides the system into five parts. They are login module, personal information management module, test-paper management module, test module and score management module, the paper introduce the different function modules in details in the rest of the fifth part. Finally, accomplished work is summarized, and the next research points are brought forward.
