Design And Implementation Of The Tax Re-Distribution System For The Jointly-Build Park On B/S Framework

With the expanding of Xi’an municipal functions and the adjustment of industrial allocation, how to divide tax between the bilateral of jointly-build industry park has become a new challenge. To solve this problem, Xi’an Local Government has issued specific management measures and made positive progress in tax collection, but in the meanwhile, it also brought lots of workload to financial and taxation bureau. Both of them have to manually adjust the distribution of tax dividend for nearly nine thousand corporations by different tax types every month. it’s not only the workload and time consuming tasks bothers a lot, but also the always changing corporations list and the accuracy of taxes dividend. This paper attempts to build an automatic tax re-distribution software for the jointly-build park. The software will improve the tax re-distribution procedure:I. Build a standard. Formulate the business procedure and requirement. Make all sides perform their duty on time.2. Data sharing. Build an information sharing database. Make it possible that taxation, financial and exchequer bureau share their knowledge.3. Efficiency. Using computers to fulfill data calculation, count and transfer. Reduce financial and tax departments work pressure.This paper completes the design and development of the jointly-build park’s tax re-distribution system, including:1. Detail analysis of jointly-build park’s tax re-distribution problem; business requirement modeling; implement the business logic into 5 function modules.2. The jointly-build park’s tax re-distribution system function design. Divide the system into 5 sub modules:Information Maintain module, Tax Re-distribution Calculate module, Tax Re-distribution Notification Management module, Search & Statistic module and Authorization module.3. The jointly-build park’s tax re-distribution system’s database design, software development and system implementation. Several Software Engineering techniques have been used during the design process, including Flow charts, E-R diagram, User Cases, Activity diagram. The system is implemented by B/S structure, Java Web Development, Oracle Database and Weblogic.4. The jointly-build park’s tax re-distribution system real world tests which including function tests and Non-functional tests, like stress tests for user login, data calculation, data search modules.After detailed function testing and user-case testing, the jointly-build park’s tax re-distribution system has meet the design of the business logic and effectiveness.The jointly-build park’s tax re-distribution system have been introduced to Xi’an Local Taxation Bureau and Xi’an National Taxation Bureau respectively. Both of the bureaus give us positive feedback that the system works well, meets the real-world business requirement and contributes to Xi’an economic development.
