| Smart City is a new model about city planning, management and service.Smart city is using a new generation of information technology such as the Internet of things, big data, geographic information systems, and cloud computing, etc to promote the construction of city. Smart city has the vital significance to improve industrialization, agricultural modernization and intelligent building to speed up the construction of urban information. Smart city includes the community service center, public services, logistics centers,community convenience store, electronic payment, digital hospital, intelligent transportation and other applications. This paper is mainly the study and design of an important component part of the smart city, which is called community service.Community service is an important part of the smart city construction. With the development of the city, the traditional community management mode has a lot of problems. Community undertakes the more and more heavy and complex task, it caused shorthanded, funds nervous, it resulting in couldn’t keep up with the service. Besides the traditional community service lack of unified information service platform, low degree of intelligence, the situation of management is unknown, repeated work, poor information, less dynamic. So to solve the existing problems, it has to integrate resources, strengthen the social management, actively explore the management of the construction in community dramatization, and finally realize the smart city of community management. After recent years of construction, Tongliao has been fully promoted in the information infrastructure, community service ability is improved. The ability of the community service brings much more conveniencefor people. In this paper, it introduces the overall target of urban community service platform, designs the overall architecture of community service platform,analyzes the demand of the platform, general design and detailed design, and finally realizes Tongliao smart city community service platform. Take the endowment service subsystem as an example, a detailed description for the analysis and design of the system is given.The main research content is as follows:(1) According to the requirements of Tongliao community service platform,it complete the construction of hardware and software engineering for community service platform. The system collects all kinds of information in the community and deal with this information in a timely manner and statistical analysis. Integration of community service site, community health service stations, domestic service centers, such as the resources endowment service.Construction of volunteer service, convenient service and public service system,such as community service one-stop service acceptance, all residents of integrated service platform.(2) According to the design goal of community service platform, the paper design service platform for business architecture, the platform is divided into six levels, they are user layer, business channel respectively, business application layer, technology support layer, data layer, system interface. And the overall structure of the community service hot line and analyzed the whole function structure.(3) The endowment service management subsystem for community service platform are analyzed and designed. Endowment service management subsystem is divided into six modules on the function, in this paper, the endowment service subsystem of the backlog of work, business for the elderly,the elderly information management functions are analyzed and designed. First analyzes the pension service management subsystem functional requirements,including the function structure diagram and use case analysis. Next to the design of process and the database table.(4) It introduces the technology of system design, the realization of the management subsystem of endowment service interface.
