IEC 61850 is the best power system automation standard, and it is also one of the core stan-dards of the smart grid. Because it solved the problem of equipment interoperability, and has powerfull scalability, it has been widely used in the world.At present, researches on IEC 61850 standard is in the theoretical research to practical ap-plication stage. Studies are mostly on communication theory and promotion, but less on specific implementation, however the only studies on implementation are limited to a certain set of fixed system, not universal. On implementation based on IEC 61850, there are many problems to be solved.This paper introduces the domestic and international IEC 61850 standard researches and de-velopments as well as the characteristics and advantages of IEC 61850 standard. Followed by in-depth study and understanding of the IEC 61850 standard system, summed up a static test scheme, and developed a userfriendly and correct IEC 61850 model editing and verification tools. Then, on the basis of the mapping of IEC 61850 standard to MMS standard, designs and imple-ments a communication system. Also, designs a IEC 61850 generic database storage model based on understanding of IEC 61850 object-oriented model for the communication system.Tested by the IED Scout and other third-party tools, the result show that:This design and implementation of IEC 61850 model editing and verification tools is userfriendly, can generate the correct configuration files that meet IEC 61850 standards. This design and implementation of IEC 61850 communication software correctly implements communication services based on IEC 61850 standard, can communicate with any communication software based on IEC 61850.
