Along with the development of the network technology with rapid change, the possibility of the data exchange from network shall come true. The emergence of electric market and expansion of electric systems brought more and more information,therefore, it is very necessary to accelerate, exact-integrate, combine and transmit real-time information from power house to customer interface. Though companys spend lots of money on real-time information-exchange, data integration and maintenance, but the cost is increasing fleetly. These industry experience told us that it would be a intense demand and opportunity to build a standard communication protocol. This protocol should support Interoperability between IEDS made from different factorys.The meaning of Interoperability here is the ability to replace a device supplied by one manufacturer with a device supplied by another manufacturer, without making changes to the other elements in the system.Therefore, IEC TC57 constituted standards of Communication networks and systems in substations-IEC 61850 and it became the unique international standard of which based on network communication platform and transformer substation automatization systems.The objective of my thesis is about how to design a application system based on the standard IEC 61850.The standard IEC 61850 is mainly about information exchange which defines communication protocol and information models. The concrete method of communication's realization is to map 61850 protocol in MMS protocol. The realization of information-exchanging in IRC 61850 is based on making sure how to use MMS protocol and the relationship between communication protocol and information defined by 61850 protocol.
