With the rapid development of our economy, People pay more and more attention to the traffic condition. How to manage it effectively has gradually become the focus of the government. Accordingly, various intelligent traffic systems are created or to be studied ,and to monitor the illegality of running the red light of motor vehicles is an important key element. Owing to the background above, the thesis, designs a E-police system based on video detecting ,which can automatically catch the illegality of motor vehicles. Firstly, the thesis explains the definition and development of intelligence traffic system and E-police system. Then the thesis introduces the theoretic knowledge of video detecting technology. Finally, the thesis discusses the hardware and software design of its front end system.The hardware system consists of custom-built industrial computer,signal board and camera as the platform,and the software has main functions ,such as triggering signal, realizing algorithm, communication, .etc.In the test method of red-light running vehicles, the thesis uses an approach, namely virtual loop.It has done a substantial improvement for that of conventional methods, which is through the physical loop buried in the underground before the stop line and must destroy the roads, with complex installation and inconvenient maintenance, and does harm to roads. The red-light running system is unlike the traditional ones, which is based on video detecting of image processing, by setting virtual loop near the stop line to detect whether the vehicle is running red-light. The system effectively avoids the bad impact of using physical loop in traditional monitoring and controlling traffic system.The system has a research on running through the line , combined with image process technology , communication technology and virtual loop detection technology and so forth, building a steady, practical, and high cost-effective E-police system.
