With the development of wireless data transmission technology and mobile terminal technology, information is convenient to our daily life all the time. More and more domestic health sector is accelerating the implementation of the overall construction based on information platform, in order to improve the service level and core competitiveness of the Department of health supervision and law enforcement.Health supervision and law enforcement management information system is one of the most important parts of the construction of regional health information. It is not only beneficial to the supervision and management of health, and to help manager get all kinds of health information, but also conducive to the manager see supervision and management effect. However, the development of domestic health information system started late. The state investment focus on national or provincial information construction, and the fund of local health supervision system is lacked. Under the condition of reality, how to realize the information of the health supervision and law enforcement with a minimum of capital cost is becomes a great problem of the terminal’s information. At present, the domestic also appeared lots of information technology solutions, but requires a huge investment of hardware purchase or renovation, which has a huge contradiction with the present situation of the regional health information construction funds. In this paper, based on the fact that only hand-held equipment has been popularized in China, the developments of mobile terminal based on Android, which can effectively solve the problem, at the same time, which also can facilitate the health supervision, law enforcement, and improve the law enforcement personnel’s working efficiency.According to the design theory of software process, this paper describes the design idea, the overall structure and design target. Firstly, it describes the system overall, functional and non- functional requirements analysis. Then, it describes the system design, including the overall design of the system, subsystem design, database design. It explains the detailed design and implementation of the system, mainly used related system class diagrams, the illustrations of business process realization. The test case describes the system functional testing, and this paper summarizes the work.By using auxiliary health supervision and law enforcement management software, this can use the existing social conditions of popularity of smart devices to build the foundation for the realization of health supervision information with less investment. Realization of terminal information is the beginning of health supervision system to realize the information, which can improve the health supervision policy-makers and health supervision and law enforcement personnel’s quality and decision-making ability.
