The Design And Implementation Of Procurement Plan Management System For Yellow River Estuary Administration

With the development of the times and the development of modern science and technology, the demand of enterprises and institutions of our nation for information is increasing. The procurement plan management system which is the key component of the enterprise information system can make the whole process of purchasing more perfect, reasonable and transparent, can improve the efficiency and reduce the cost of the work further. The original system of the Yellow River Estuary Management Bureau has been far from meeting the needs of the present work. Therefore, it is urgent to need a new system to replace the old system. The new system should promote the promotion of information technology of the Department which can enhance the quality of work and improve the function of the department.The technical architecture of the procurement planning management system of the Yellow River River Estuary Management Bureau is designed reference to the actual situation, and it also refers to the technical architecture plan which is used in the present similar system. We use Struct-MVC and other framework components to build the presentation layer of the system, use Spring and other framework components to build business logic layer, and use the Hibernate components to build a data persistence layer.The main functions of the procurement planning management system of the Yellow River Estuary Management Bureau are:budget index management, purchasing application management, purchasing additional management, purchasing application operation management, information statistic management and system management. In budget index management module, we realized procurement budget indicators list and budget indicators index list query function. In purchasing application management module, we achieve the procurement application audit management, procurement application organization, procurement to be submitted application, submitted purchasing application, purchase application return, record purchasing application and comprehensive inquiry. Purchasing additional management realizes the additional purchase request establishment, purchase application to be submitted, submitted additional purchase application, revoking additional purchase request, additional purchase application audit management. Purchasing application operation management implements the procurement application operation report management, self-supporting reporting information filling function. Information statistics module implements the information statistics and information query functions. System management mainly realizes user management, role management and basic data management.After using this system, the work efficiency of Management Bureau can be improved, and the work flow will be simplify. Meantime, the system can save labor cost and time cost, and reduce the error rate which means professional and informational in Management Bureau.
