Design And Implementation Of Traffic Violation Capture System

With the continuous growth of China’s economy, the people’s living standards continue to improve, more and more people choose to drive travel, cars bring convenience to people, but also brings a series of social problems such as traffic congestion, frequent traffic accidents, deteriorating environment and so on, these problems have caused great economic losses, and have become a difficult problem in major cities which need to be solved. In order to solve these problems, the concept of Intelligent Transportation System came into being, Intelligent transportation system, which integrates computer technology, information technology, automatic control technology, artificial intelligence and other technologies, creates a new, intelligent transportation system, ITS can use all kinds of traffic elements efficiently, so as to obtain huge social and economic benefits.As an important part of the intelligent transportation system, electronic police can real-time monitor traffic conditions, capture traffic violations, providing intuitive image information for traffic management department as evidence of effective enforcement. Electronic police can alleviate the shortage of enforcement police, reduce the work intensity of traffic police, raise the level of traffic management, promote civilized law enforcement, and avoid direct conflicts between the police and the public, on the other hand to regulate urban traffic order, create a safe, smooth and orderly traffic environment, enhance awareness of the traffic participants law-abiding, ease urban traffic congestion, reduce accidents are of great significance. Electronic police has become a very effective way of modern traffic management.Traffic violation capture system designed in this paper is a specific realization of electronic police., it can be divided into foreground capture subsystem and background management subsystem two parts in the structure. The function of capture subsystem is to capture illegal photos, merge photos, compress photo and other operations, including signal detection module, video capture module, image processing module and data transmission module. The function of management subsystem is to provide query, audit, statistics and other operation of traffic violation, including traffic violation query module, traffic violation audit module, traffic violation handle module, traffic violation statistics module and system setting module.This paper firstly introduces the intelligent transportation system, electronic police and other related concepts and the practical significance, compared with the current development situation of intelligent transportation in China and abroad. Then describe the related technologies, such as TCP/IP protocol, serial protocol, My SQL database, etc. According the detailed system analysis of the traffic violation capture system, achieve a clear system goal, and based on this propose an overall design scheme. Finally, detailed describes the specific implementation of the system, and make a comprehensive test of the whole system.Based on this study, the design and implementation of traffic violation capture system can real-time monitor traffic conditions, capture the violation immediately and save the text/images information as traffic enforcement evidence. After several rounds of testing, traffic violation capture system has reached the design goal of this paper.
