But in general, the development level of the CATV public service is usually the main mark of the cultural development level of a country or a region, especially the CATV development level.Strengthen the public service of CATV is the major measures which can accelerate the government’s transformation of service, which could also implement the scientific development concept based on people oriented and coordinated development of economy and society. Strengthen the public service of CATV has a very far-reaching significance for the government to improve the macro-control capacity of the economic and to accelerate the establishment of service-oriented government. As developed countries develops their market economy earlier, it’s also very early to start their working on CATV, so the public service level of CATV is obviously higher than developing countries. Compare with developed countries, although our country starts developing later, our country develops faster. But it seems that our country relaxes the attention of the CATV public service when pays attention to the developing speed. As our country’s economy develops faster, the government pays more attention to and strengthens the research of the CATV public service, the government also has some exploration on the service of CATV and has achieved initial results.There are 276 thousands of CATV users in W District until Dec 2014, includes 51.1 thousands of interactive users. As the unsound mechanism and the imperfect system of the CATV public service, there are a lot of problems and contradictions on the development of W CATV.This paper is based on the basic theoretical knowledge of CATV public service, researches and compares the current status of CATV public service at home and abroad, combines with the current CATV developing status of W District of S, deeply analyses the current advantages and problems of the public service of W District during the developing courses of CATV, draws a lesson. It combines the theory with the practice, compares the experience abroad with the practice in China, comparative analyses the contents of programs and the quality of signal transmission of the CATV, Wireless TV and Internet TV. It does comparison and research on the CATV of W District of S through the method of mixing the words with the tables, raises the existing problems of the current mechanism of the CATV publish service, researches the strategy of the problems. I hope to provide more advice for the work of CATV publish service of W District through the research, promote the win-win of the CATV of W District on the market and profit.
