Currently, businesses are inseparable from the information processing, along with the popularization of information technology, the use of advanced computer technology, perform government functions, an important mode of operation has become the government staff. The computer has a great advantage, the biggest benefit is that a computer can perform complex information processing and centralized management of information, the use of computer systems for business process, not only can improve efficiency but also enhance the information in the process of security.As the province’s transportation management department, at present, complaints of collection methods are still collected manually, manual sorting and reporting, is not conducive to the whistleblower’s privacy, but also cause great inconvenience to the working staff. In addition, in the past after receiving complaints and reports the information is in the form of paper documents for approval and saved in this way in addition to manual than poor security, but also convenient enough, video evidence of the complainant for the inconvenience saved. Therefore, from the current form, the application of computer information technology, formed a set of report information collection, processing, feedback and information summary of information systems, it is an inevitable trend.After investigation, several southern provinces currently complaints transport sector in the information already formed a certain scale, and there are many related mature experience. Through visits, transportation industry in Jilin Province in urgent need of information technology management integration, thus changing complaints of malpractice, change the current semi-automated semi-manual mode, enhance the timeliness of information and information processing capabilities. Development of transportation complaints system mainly consists of two aspects, foreground and background information processing information display. For the reception, the main job is to develop the page, the page is focused on the development of simple and convenient operation, page friendly. As for the background of the database is established, the focus of concern is whether the data integrity and data consistency and security is good. System Before construction began, Jilin Province transportation complaints department work methods and processes a full investigation, and the investigation of the other provinces of applications, with full use of existing software and hardware resources on the basis, as much as possible saving software costs and shorten the development cycle. To the maximum in the shortest possible time to meet the needs of users.In this paper, according to the work mode of transportation complaints department of Jilin Province and the software engineering process, a scientific and rational design of the data model, using the waterfall method to complete development of the system. This paper is structured as follows: The first chapter introduces the purpose and significance of the traffic information complaints system research and analyze current problems faced complaints; the second chapter, the system feasibility analysis, tools and advantages of the system used to do brief introduction, Chapter III is a detailed system design and database design, system testing fourth chapter. Through system testing and analysis prove that the system is feasible.
