Since the ancient times, the complaint with Chinese characteristics has been animportant channel for common people to voice their opinion and solve socialcontradictions. The informationization of complaint management is one of the importantdirections of modern organization management. The rapid development of computernetwork technique, especially the wide application of Internet technology, providessolid technical foundation for the realization of online complaint management system."Smooth flow of society and public opinion reflects the channel" is therequirements of Fourth Plenary Session of the Sixteenth CPC Central Committee. So,the unimpeded Petition channels is imperative. In contemporary China, the constructionof the petition information have external network within the network of informationtechnology platform, but lack of supporting software systems. In such a situation, R&D a "full-featured, easy operation, stable performance" system is very important.From China’s current situation of the complaint and the practical complaintmanagement of Jinshan District, I have carried out the research into the complaintmanagement system based on the B/S and XML Web service.This system is divided into two information systems: online complaintmanagement and online complaint business handling, thus realizing such functions ascomplaint registration, complaints division, complaints process and a statistical analysis.The petition cases in the form of the circulation of the different departments, theautomatic generation of the complaint cases instruments. The petitioners to be able toexperience a rapid and convenient mode of operation, timely access to the petitionresults; So that all department staff to petition to get the full information, Timelypetition processing, and help them reach a decision analysis; The system staffconvenient operating system, reached a personalized management. This system not onlycan provide more accurate and comprehensive data and analysis results but also canachieve the complaint circulation in the form of cases in different departments andrealize the automatic generation of complaint case documents. In a word, the system can improve the work efficiency, quality and make the decision-making efficient andreliable.
