Research on distributed cloud storage mainly focus on the dedicated, high-speed and stable network. Beside private cloud based on campus network, the regional cloud interconnects via wide area network. How to transmit resource fast via heterogeneous and poor stability WAN in the regional cloud becomes an import issue need to be resolved in cloud computing.Considering the characteristics of transmission via WAN in the regional cloud, the paper proposes a novel network transporting model IP2 PRTM based on P2 P for solving the problem of inefficient resource transmission caused by high packet loss rate. IP2 PRTM uses the transport mechanism with intelligent collaboration of TCP and UDP protocols: TCP protocol for data transmission control and UDP protocol for data transmission. With this mechanism, IP2 PRTM controls the transmission speed of server peer based on available bandwidth of customer peer. Meanwhile, in order to improve reliability, RAID5 network coding is applied to UDP protocol data transmission, which makes IP2 PRTM has futures of fast and efficient, as well as error correction and anti-packet-loss performance in application layer. By combining the efficient transmission of UDP protocol and RAID5 network coding, including the control of data transmission speed, IP2 PRTM can transmit resource fast and efficiently in WAN with high packet loss rate.In this paper, the resource transmission algorithms above are implemented by programming, centralized P2 P network environment is built and deployed, and test of IP2 PRTM is done. In the same environment the paper tests u Torrent for comparison. The result shows that, the system designed in this paper has at least 15% higher transmission speed than u Torrent with the network environment of 4% packet loss rate and higher. The higher the packet loss rate is, the more obvious performance advantages shows. Thus, the tests verify that, in the case of unstable WAN in regional cloud, the system can guarantee fast and efficient resource transmission.
