The Functions And Workflow Modeling Research Of Integrated E-government Platform Facing Social Governance

Under the background of the innovation of social governance, muliti-participating by citizens, market and government is the inevitable choice for China at this stage of carrying out the cooperation of democratic rule. However, with the scope extension of public participation including citizens and market, the great challenge facing current Chiese e-government construction is how to integrate and plan the the functions of e-government and establish effective connection among “detached island” of e-government platform to turly realize the public-centered platform government. In this paper, the exploratory research on functions and its implementation patterns of integrated e-government platform facing social governance has been done, developing a scientific and effective modeling framework for the platform using the method of object-oriented workflow design analytics using dataflow modeling(OOWDADM), thus the reusable modeling framework is provided for planning and developing of integrated e-government platformThis research adopts the design science research methods. Firstly, based on the combination of the connotation of social governance and two typical cases of integrated e-government platform, five functions of integrated e-government platform facing social governance are proposed including service, administration, supervision, evaluation and assessment, and the implementation patterns of each funtions are devided and analyzed in detail; Secondly, in order to ensure the scientificity, easy interoperability and reusability, OOWDADM is proposed combining the idea of object-oriented and workflow design analytics using dataflow modeling(WDADM) and used for develop the framework of the platform workflow modeling, including workflow models of top platform, each function pattern and the whole platform; Finally, the blue print of functions and its patterns and the workflow modeling framework based on OOWDADM of integrated e-government platform is applied to the workflow modeling of public demands platform in Pingfang district to verify the effectiveness and practicability of them.This study expands the WDADM with the combination of object-oriented concept, enhancing its operability. Also the planning blueprint of integrated e-government platform facing social governance is proposed and an effective and reusable workflow modeling method for platform development is provided.
