E-government is the reform and the business restructuring to traditional government affairs adopting the modern management idea implemented by the government department. It makes full use of the information and the communication technologies and integrates the government management and service through the network technology, making the condition that it is beyond the constraints of the time, space and the different department and can provide the high-quality, transparent administrative services to the society. E-government constructions in our country are implemented separately in levels of government and different departments, and lack of a unified strategic planning. Many government systems which have been built are independent, heterogeneous with each other, and short of the effective information sharing and business integration that forms several information islands.The thesis analyzes in detail the information island phenomenon in the construction of e-government, and makes a deep research on the key technologies of government business modeling: integrated modeling method, workflow technology and UML. Meanwhile, combined with the actual e-government projects construction of the Xigu District of Lanzhou City, based on the business modeling key technology and component technology above mentioned, the thesis designed the government business model, workflow model, system function structure and the system development platform which are normative and can meet the practical needs. The thesis developed a collaborative office subsystem on the basis of the workflow sysytem with the.NET tool to meet the actual demand for resources sharing and the collaboration working among the government departments, proves the accuracy and the availability of the designed models, and successfully evades and eliminates the information island from the technical. The detailed works for this thesis are as follows:First, the thesis designs a series of normative government business models adopting the integrated modeling method on the basis of the field research, and provides the solution to information island from the point of the process integration.Second, the thesis makes the detailed function design for the Xigu area e-government system on the basis of e-government business model, using level decomposition approach draws the sysytem function structure diagram such as the collaborative office, document transmission, electronic records management system and portal website, and it can effectively guide the future development, lays a good foundation for the success of the project.Third, the thesis designs the workflow system which the e-government system are needed based on the UML approach, and gets the workflow model and a series of the function models. Thereby it can achieve the government on-demand business process that it can be an effective solution to solve the information island problem through procedure reengineering. Finally, the thesis designs the system development platform based on the component technology, and then the thesis develops a collaborative office system which based on workflow technology with the Microsoft .NET tool. Meanwhile, the designed government business model and the workflow system have been proved accurate and available by the system function testing.
