In recent years, environmental group events occur constantly in our country, making people worry about environment pollution, corporate responsibility and governmental decision. The lack of public participation in the major environmental projects deprived of people’s right to know and express. Government trust crisis intensified people’s environmental crisis. The block of interests expression channels leads to the deterioration of environmental conflict. The development of new media provides channels and platforms for public participation in environmental mass incidents. Through launching and diffusing environmental issues,online and offline action, the new media plays an important role in public decision-making and public expression. At the same time, the new media has a significant effect in promoting public participation and negotiating with the government on environmental issues.Paper mainly adopts literature analysis and case analysis, and the theory of deliberative democracy makes up the foundation, elaborating the deliberative democracy mechanism of new media in environmental affairs. On one hand, New media provides convenient channels for public participation in environmental decision-making; on the other hand,it helps the public have access to new media and provides the possibility of democratic consultation between the government and the public. In this article, through the analysis of Mao Ming PX, we learn how the new media can construct public participation channels and realize the co-determination of the public and the government.From the perspective of deliberative democracy mechanism,we put forward the new media’s promotion to grassroots politics.we will discuss the relationship between the new media’s deliberative democracy mechanism and Grassroots politics, stress the change of political democracy caused by new media.
