In the information age, mass media plays a more and more significant role in political, cultural, and economic life of human. In democratic society, mass media is the bridge combing the government and populace. Whether the government can stick to the orientation of public interest to achieve authoritative distribution when engaged in public administration does not just rely on the conscientiousness of the government. Whole-process participation of the media is the premise and key to guarantee that the execution of public rights conforms to public interest principle. With the increasingly rising effect of mass media, its participation and process of public administration have become the necessary part of public administration mechanism of the government. Mass media will participate in the public administration process more deeply, which is the inevitable trend of the constant development of democratic politics. Because of the participation of mass media, the procedure of public administration is more standard and scientific. Besides, the result is more evenhanded and authoritative. Moreover, the media will give more sufficient play to realize its function in the process of public administration. As the scholars, we have realized that the integration of the subjects is the inevitable trend of academic development. What function does the media play in the process of public administration and how to achieve its value are the problems that are seldom researched in the past. However, they are in great need of resolution. Among them, many theoretical problems are still in fringe status at present. The thesis will introduce the public administration to the field of vision of research on journalism and communication. Also, with the combination of deliberative democracy theory, the thesis spares no efforts in the expansion of research field of journalism and communication and enrichment of research achievement of journalism and communication.The thesis adopts research method with nature determination of individual case analysis. It takes the"rubbish"case in Panyu as an example and introduces the whole process of"Panyu rubbish burning"case in Guangdong province. In addition, the participation and influence of mass media on the case are also introduced. With the participation of the media in the beginning to the ending of the process of public administration, the administrative functions of media are reflected, including political communication, supervision by public opinion, and agenda setting function. Meanwhile, from the aspect of functions, the theses makes rational thinking and exploration on the participation of mass media in process of public administration. Thus, draw inferences about other cases from one instance and find out the existing problems and bottleneck of the participation of media in process of public administration in our country. Constructive and operative suggestions are also put forward. The thesis also tries to dabble in the research focus of current international politics subject, namely deliberative democracy theory. It holds the viewpoint that through the reference of deliberative democracy theory, modern public administrative will obtain better result of practice. What's more, mass media should also make news report from the perspective of deliberative democracy, guide the public to resolve various conflicts of interests correctly with method of equal negotiation, and advance the stability and harmony of the society. The thesis hopes that through the discussion and research with many perspectives, it can promote the development of news event to some extent, which will make the mass media in our country plays a strong function in the participation in process of public administration. Strive to achieve the purpose of participation in politics, service for the public, and unity with the government and common people.
