In 2013 the State Council formally issued a strategic implementation plan called ‘Broadband Chinese’ which clearly pointed out that the broadband network is a kind of national strategic public infrastructure and the broadband strategic has already become the will of the state. Against this background, the major communication operators in China have all increased their investment in construction of broadband network in order to grab the share of broadband communication market, especially the county-level market. Currently, the operators urgently need a wireless broadband technology to solve the "the last mile" problem of rural informatization, and to deal with this issue, a broadband access system based on ODMA-Wi Fi technology is designed in this paper, the purpose of which is to enhance the quality of broadband access, expand the coverage area of broadband network and ensure the sustainable development of broadband services.Firstly, the background and significance of the research is elaborated and ODMA technology, including its basic principle, technical features, developing status and trend, is synthetically commented. Through an analysis of several types of mainstream wireless broadband access technology, the conclusion can be drawn that ODMA-Wi Fi technology has its unique superiority and can be used as the core technology for broadband access layer.Secondly, an improved AODV routing algorithm(OW-AODV) based on adaptive-rate-transition mechanism is designed for ODMA-Wi Fi network. Simulation analysis shows that OW-AODV algorithm is capable of establishing a route which has a number of excellent characteristics such as high-speed, low-delay and great-throughout, and at the same time can effectively improve route-repair efficiency in the stage of route maintenance.Moreover, after the completion of the ODMA-Wi Fi network development that is based on OW-AODV algorithm and adopts the modularization design idea, three kinds of architecture design of ODMA-Wi Fi access layer are proposed which combine the ODMA-Wi Fi network with IP metropolitan area network, SDH transmission network, PON access network and PLC(Power Line Carrier) technology, and aim to solve the broadband communication needs of certain urban, rural, and mountainous areas. Meanwhile, by using Linux platform, Java and C language, a WEB authentication and accounting system compatible with the ODMA-Wi Fi access layer is created, in order to provide communication operators with a integrated management platform which can supervise the ODMA-Wi Fi access user comprehensively and adequately.Finally, the test and evaluation of the hardware and software performance of the whole ODMA-Wi Fi broadband access system is carried out, and the reliability and validity of this communication system is verified. The test results show that the ODMA-Wi Fi broadband access system developed in this paper has already reached the design expectations, and can fully meet some specific needs of communication operators for broadband networking.
