In recent years, with the development of wireless network technology, as well as the popularity of smart phones, the development boom of mobile Internet has arrived. With the development of related technologies, monitoring technology developed from the traditional wired network to mobile wireless monitoring has become possible. Mobile surveillance technology has mobility, with no annoying cables and many other advantages. It enables users to take advantage of the mobile terminal to remotely view real-time information about the object being monitored whenever and wherever. So it must be more welcomed by the market.This paper plans to develop a video surveillance system based on smart phones for old people. It allows users to view the situation of horses and old people through Android phones.This paper studies the development trend of network monitoring technology.Then we establish the overall design of the monitoring system combining with the mobile terminal’s hardware resource and performance of wireless networks. It mainly includes H.264 encoding which is used to save bandwidth and RTP which is used to realize the transmission of video streams. RTSP is used to control the playback of stream.After the establishment of the implementation, the system will be implemented in two parts. The server of the monitoring system is responsible for video capture,compression and transmission work. Due to the limited storage for mobile devices, the server studies image processing. This paper implements the face detection by transplanting Open CV library. When someone is detected, it saves images. It reduces the storage requirements. The client is responsible for receiving the code stream, the decoding and playback resume function. It uses the open source library named FFmpeg to realize H.264 decoding.In order to test the function of the program, the server application is installed to the development board, and the client is installed to our Android smart phones.Then we tested the whole monitoring system in WLAN. This monitoring system can transmit video data well and realize face detection. This program can be used in our laboratory phones which are used for old people to enrich its functionality.
