COSMIC is a software size measurement method which is based on the principles of software engineering and developed by Common Software Measurement International Consortium. The method is mainly used in commercial software, real-time software and middleware. Since COSMIC Measurement Manual did not explain the implementation in detail, subjectivity and inconsistency in implement are main obstacles for further development of functional size measurement methods. This paper is focused on the implementation of the COSMIC method to reduce the subjectivity and inconsistency in measurement.This paper is focused on the implementation of the COSMIC method, describes the COSCMIC measurement process, summarized and analyzes four major difficulties in implementation. This paper presents a COSMIC measurement method can be implemented, and verify the validity of the proposed method by two specific cases.This paper has done actual work such as:1. Analyzes the difficulties existing in the COSMIC method implementation. Paper summarized four main difficulties of the implementation of COSMIC method, and analyzes the reason of the difficulties which provide the basis of the this paper below.2. Proposed a COSMIC method that can be implemented, this paper summarizes and supplements 11 categories total 68 specific rules in extracting FUR from the requirements document, extracting measurment elements, identifying data groups, data movements, identifying layers, recognizing function processes and the removal of repeated measurement to solve the four difficulties above. In this paper, proposed to extract measurement elements by syntactic analysis method in full compliance with requirements to reduces the inconsistent understanding of requirements; proposed to avoid the object of interest directly identify data group from the data attribute by recognition matrix to reduces subjectivity; propose a sequential iterative measurement process, reducing the inconsistencies in the implementation of different processes.3. Validate the implementation method by two cases on whether and how it solves the difficulties above.It prove that some of the difficulties can be solved by the method and achieves a good consistency.
