With the rapid development of information technology and artificial intelligence technology in our country, online paperless examination system has been extensively spread and applied, especially in the aspect of the current authority units organizing cadres to train and examine, thus using a computer to reduce their workloads is an urgent affair and then the research technology of online examination intelligent test paper has become one of the hotspots in the field of administrative organ information reform. At present, although many online examination system of wangcheng district local taxation bureau can achieve some functions of test paper such as online examination and electronic score, there are some problems, firstly, the intelligent degree is lower; secondly, the design of examination database don’t adapt to many multidiscipline; thirdly, the accuracy of score is lower and the analysis of test paper is not enough. Thus, exploiting an online intelligence examination system has an important practical significance which can apply to the wangcheng district local taxation bureau.On the basis of online examination system supporting theory, classical test theory and item response theory, this paper mainly discusses the theoretical basis, the algorithm of test paper, the key technology and realization method. Interestingly, the advantages and disadvantages of random questions, backtracking method, genetic algorithm and particleswarm optimization have been compared. Moreover, improved genetic algorithm acting as the strategy of intelligent test paper has been put forward and the mathematical model of intelligent test paper has also been established. Besides, the functional analysis and system implementation of online examination system has been finished, which is composed of the three functional modules such as administrator, teacher and student, and the system database designed includes many tables such as the administrator function table, candidate table,teacher table, department table and course table. Furthermore, this system has achieved three level user access functions after adopting B/S mode, acting the ASP.NET as the developmental platform, and using Oracle as the back-end database management. Most important of all, the online examination system has been exploited which will adapt the local cadres multifunction of user management, test library management, examination paper management, intelligent test paper, online examination, test paper evaluation and performance analysis.At last, in order to ensure the fairness of examination, the system has realized the same types and quantity but the different order of each examination paper. On the same time, in order to prevent the examine from cheating during examination, only a question has been shown on the screen. Moreover, some anomalies has been considered which results in the interruption of exam in the process of examination and thus the function of second login has been realized. Besides, the system in the aspect of function, performance and the algorithm of test paper has been tested at the late stage of development and the results showed that genetic algorithm is improved quickly and the paper quality is good, which can satisfy the requirement of actual test paper.
