With the rapid development of informationalization process in China expressway, how to enhance the levels of security and operational efficiency becomes a new focus in China expressway construction. Among all the road field factors, extreme weather conditions, especially icing, snow and freezing rain weathers, effects expressway traffic safety and operational efficiency most. In this paper, a J2EE-based ice early warning and intelligent snowmelt disposal system is developed, to deal with above extreme weather conditions for China expressway. This system consists of a series of intelligent services, such as weather monitoring service, ice early warning service, and automatic snowmelt disposal service. It can rapidly respond to icing, snow, freezing rain and other extreme weather disasters, therefore ensuring the safety and smoothness, reducing expressway accidents, and improving operational efficiency for China expressway system. In detail, the major study works of this paper are as follows:(1) by deploying the ice detection sensor, snowmelt agent spraying control carbinet, automatic meteorological station, and other equipments, an ice early warning and intelligent snowmelt disposal system for China expressway was built. And, according to the functional and non-functional requirements, the framework of its software subsystem was designed.(2) based on the finite state machine theory, an ice warning and snowmelt control algorithm was proposed. This algorithm identifies all the system states in two system working modes, e.g., ice early warning mode and snowmelt disposal mode, and uses criteria-based policy to control the transform between systems states. In addition, a linear prediction theory based icing time prediction algorithm was proposed, to estimate ice freezing time.(3) by utilizing J2 EE technologies such as JSF, JBoss Seam, JPA, EJB3.0, etc., the highway ice warning and intelligent snowmelt disposal software subsystem was designed and implemented, with respect to software aspects as entity data aspect, business logic aspect, web page aspect, communication aspect, and algorithm aspect. A software test was conducted in an scenario application, and the results show that this system can efficiently, quickly respond to the snow and icy disaster for China expressway.
