Since the Third Plenary Session of the eleventh held, the legal system construction was fully carried out in our country, and the legal system was advocated to establish and perfect from central leading to the place step by step. Under the leadership of the party, The basic strategy of the rule of law formed gradually became mature through decades. From September 1999 the Chinese Communist Party congress formally proposed the rule of law into its strategy to eighteen Fourth Plenary Session in October 2014 put forward the rule of law comprehensively, China took to the perfection and development of the road of socialism with Chinese characteristics formally. The legal system has a very close relationship with political economic development of the social, and the perfect of the legal system provide reliable protection for our long-term stability. Promoting the rule of law comprehensively is the objective need of the development of the socialist market economy. It is not only an important symbol of social civilization and progress, but also an important condition of the building of socialist culture with Chinese characteristics.Building a harmonious and healthy society in Xinjiang needs a perfect legal system. We can improve citizen’s legal quality by improving the legal system. If we can not form a good social atmosphere of legal system, the goal of the rule of law put forward by the CPC Central Committee will not be truly achieved. As we all know,For decades now, Xinjiang go to a period of nervous again. The unrest event happens Frequently. Now its political and economic society is in a transformation period. In a long term, it will affect the big picture of the construction of socialism with Chinese characteristics. Therefore, in order to properly guide the political thinking of the masses, it not only needs the Xinjiang government and related laws, but also needs television legal programs. So we can say that at all levels of Xinjiang television stations founded meet the needs of its society and the majority of citizens.In this paper, I analyzed the founder background, features and advantages of Xinjiang TV legal system program "Citizen and Law". Through the study of Xinjiang Television "Citizen and Law" column and it obtain the features and functionality and find column current problems of Xinjiang Uyghur TV legal system program "Citizen and Law" and give advisory opinions.
