The Design And Implementation Of Comprehensive Data Exchange Platform In Yue Yang Administration Of Local Taxation

With the rapid development of tax information, the Yueyang Local Taxation Bureau uses a large number of application systems which are relatively independent, the operation of the system are complicated and inconvenient, and we cannot take full advantage of the data for each system. The Yueyang Local Taxation Bureau and other government departments also have huge amount of data exchange in reality, those government departments including the industrial and commercial bureau, the national tax bureau, the bank credit system and so on, the smooth data exchange profoundly impacts the applications and services of above-mentioned departments. How to achieve the unified management of data exchange of the Yueyang Local Taxation Bureau and other departments has become the most important issue. Therefore, the standard specification of data format and data exchange for different hardware platforms, different operating systems, different language platform applications and different databases exchange has become urgent needs of the Yueyang Local Taxation Bureau. In order to strengthen the role of information technology support tax administration, to carry out the key point of the State Administration of Taxation, to strengthen tax monitor, and to the implementation of scientific, standardized, meticulous management, the Yueyang Local Taxation Bureau is launching a new round informatization construction, the development of an integrated data exchange platform(data platform for short).The data platform issues to be addressed:(1) The internal application system of the Yueyang Local Taxation Bureau, using the data platform to integrate data resources and standardize service applications. Which collect and extract the required data according to the characteristic of tax administration, to integrate different information from different resources of application systems, to unify data caliber and optimize data as much as possible to meet the requirements of data sharing in the Yueyang Local Taxation Bureau.(2) Using data platform for data exchange with external departments to resolve the differences of data format between the various departments, to realize data exchange between the Yueyang Local Taxation Bureau and other departments; to realize the unified management of data exchange between the Yueyang Local Taxation Bureau and other departments, including setup the data exchange flow, monitor the management and output the custom statistical reports.In this thesis, we firstly introduce the background and significance of the data platform. Then we analyze the requirements of the data platform by taking primary research, existing systems analysis and external data collection from other departments. And we use UML for requirements modeling. Then, we design the architecture of the data platform according to the requirements analysis, which includes the overall platform architecture, viewport deployment and data figure. And then, we carry out a detailed design on the basis of architectural design, detailed design including four modules: exchange management, platform management, metadata management and system management. After fulfilled the data platform detailed design, we done the functional testing and performance testing, to make sure it achieve the desired goal.In the data platform design, we use Java EE as development framework and MVC design pattern. When implementing MVC, we used the most extensive Struts frame which greatly improved the efficiency of Web pattern, and we completed the development of main function of this system with ETL tools. The database of the platform bases on Oracle 10 g, the middleware of the platform bases on WebLogic.The design of the data platform mentioned in this thesis fully meets the requirements of data exchange of the Yueyang Local Taxation Bureau, which achieves the integration of required data. Moreover, new application had been developed based on the data platform. The system maximize value-added of information resources and provides accurate data to support for the decision-making of leadership. The system has been launched in the Yueyang Local Taxation Bureau successfully and it works well currently.
